East Blackburn: planning permission

East Blackburn Learning Community, a new PFI school for 960 pupils including some with Special Needs, received Detailed Planning Permission on 26th August. The scheme is being developed with Balfour Beatty PLC as part of the Blackburn BSF programme. Construction is set to start in January 2011 and the school is due to open in September 2012.
